Approved Consultant List for WSDOT ROW Services


** WSDOT Headquarters Real Estate Services office administrates and maintains a list of qualified individuals for the purposes of contracting for personal services associated with right-of-way (ROW) services. Effective January 1, 2020, individual consultants will be required to be on the Approved Consultant List for WSDOT ROW Services prior to performing real estate services work for WSDOT contracts. **

The Approved Consultant List for WSDOT ROW Services is a list of individuals who have been approved through testing, review of past experience, (including training) and demonstrated performance. Qualification is required for each discipline for which an individual would like to be considered. The Approved Consultant List for WSDOT Right of Way Services is used by WSDOT, or may be used by other agencies receiving federal funding when there is a need to contract for ROW services.

These lists are NOT On-Call Rosters and do NOT establish a contractual relationship with the individuals or any contracting agency. There has been no direct competition between the individuals in the process that established these lists and there is NO second tier process for use with these lists. These lists are to be utilized by WSDOT real estate services and may be used by local agencies when hiring discipline specific professionals to manage/complete work associated with a federally funded project.

Any individual on any of these lists may be removed by WSDOT per WSDOT policy. Once removed, an individual must reapply through the standard process in order to be placed back on the list. It is possible to qualify for more than one discipline specific list, and is also possible to be removed from only one of the lists, while remaining on others.

The application process to become approved is as follows:

  1. Review Discipline Specific Minimum Qualifications.
  2. Complete Prequalification Application and submit to WSDOT for approval.

    **Submit an electronic PREQUALIFICATION APPLICATION**

  3. Take discipline specific test - The consultant will be notified when to take the test. The test is administered by the region offices.

  4. Upon passing the test, you will receive your ROW ID. This ID is required for the next step in the process.

  5. Once you receive your ROW ID, you can complete and submit the discipline specific package. Required documents for each discipline package can be found on step #1 above.

  6. Notification of Approval - Consultant will be added to the List.
